Assessment Request
Management System
A centralized platform for streamlining TESDA assessment workflows — from request submission to assessor assignment, scheduling, and reporting.
What is ARMS?
ARMS is a web-based Assessment Request Management System designed to digitize and automate the TESDA (Technical Education and Skills Development Authority) competency assessment process. It replaces manual, paper-based workflows with a secure, role-based digital platform accessible to all stakeholders.
The system bridges the gap between training institutions, TESDA program offices, assessment centers, and qualified assessors — ensuring faster, fairer, and more transparent assessment scheduling and tracking.
Our Mission
To provide a reliable, efficient, and accessible system that empowers TESDA offices to manage assessment requests with transparency, fairness, and operational excellence.
Built for Every Stakeholder

Accredited facilities that host assessment activities and coordinate with PTCACS for scheduling and center availability.
TESDA Representatives
Official TESDA deputies who monitor assessment schedules, confirm attendance, and validate assessment integrity.
Trainers
Training staff who manage trainee records, submit assessment requests, and track trainee progress and results.
Trainees / Applicants
NC qualifier candidates who register, upload documentation, track their assessment request status, and view results.
Training Centers

What the System Does
Assessment Request Submission
Training centers and trainers submit structured assessment requests with trainee details, qualifications, and supporting documents.
Automated Schedule Management
PTCACS generates split schedules from large requests, assigns assessors and TESDA reps, and manages schedule lifecycles.
Assessor Rotation Automation
Fair assessor assignment using workload-based rotation — least-assigned assessors are recommended first each month.
Availability Calendar
Assessors, trainers, and TESDA reps independently manage their monthly availability via an interactive calendar.
Document Management
Structured upload and verification of assessment documents, certificates, and NC qualification requirements.
Real-time Notifications
Role-aware notification system keeping stakeholders updated on schedule changes, approvals, and important events.
Reports & Analytics
Comprehensive reporting tools for assessment outcomes, trainee pass/fail statistics, and institutional performance.
Role-Based Security
CSRF protection, session timeouts, rate limiting, password policies, and strict role-based access control for all modules.
